Matt, it's a ceramic coating that's supposed to hold heat in.  Turbos are friggin hot, this keeps the heat going out the exaust pipe rather than turning the engine bay into an oven and also means the turbo doesn't see such rapid temp changes, which means it should last longer.  These are the same reasons headers are ceramic coated.

thats still on the table. I've been tossing e-mails and phone calls back and forth between myself and some contacts at Holset UK. I've got a ton on data thus far, as few bits more and i might pick up a HE351 as well.

neither are huge.

neither will be used to there capacity as well, big-ish compressor wheels deliver tons of flow at pump gas-able PR's.
